"Remember, companies that do business by blasting out annoying e-mails from constantly shifting or cleverly disguised return addresses aren't exactly honorable, so there's no reason to trust them. This is a pathetic way to do business, and I think we need a tough federal law to curb it and to give recipients of spam new rights and powers. The spammers are ruining the very use of e-mail for millions of people."

- Walt Mossberg, "Mossberg's Mailbox", Wall Street Journal, Thursday 6th December 2001

While the Spam Act 2003 addresses most spam, there are still some areas not covered. Most notably, these include non-commercial spam, and spam from exempt organisations. The information here thus remains relevant to the extent that there are exempted types of spam and exempted spammers.
